The Internet Child Exploitation (ICE) Counselling Program provides short-term, immediate counselling for child victims of Internet sexual exploitation. A victim’s immediate family members may also be eligible.

Is this program for me?
If you or someone you know has been affected by Internet child or youth sexual exploitation, this program may be of help. Boost offers a special program to pay for counselling for victims of Internet sexual exploitation who were under the age of 18 when the crime took place. The program is funded by The Victims and Vulnerable Persons Division at the Ministry of the Attorney General and also offers help to family members of the victim and family members of the offender.
How does it work?
If you are a victim you can be referred to the program – it's called the Internet Child Exploitation (ICE) Counselling Program – by someone you trust, a teacher, police officer or victim services worker. Or you can call to ask for help on your own. The phone numbers are 1 (855) 424-1100 ext. 338 or (416) 515-1100 ext. 338 in the GTA. The person who answers your call can help you find a counsellor in your community. The counsellor you choose will be paid directly by the program once your appointments start.
Victims can apply for coverage up to $1,500 of 15 sessions (whichever is reached first). Members of the victims's families may also apply, to a limit of $800 or 8 sessions (whichever is reached first).
Who is eligible?
Referrals for the ICE Counselling Program will be considered according to the following eligibility criteria:
- The applicant is a victim of Internet sexual exploitation and was between 0 - 18 years of age when the exploitation occurred, or the applicant is an immediate family member of the victim. Immediate family members are defined as:
o Biological parent
o Step-parent
o Adoptive parent
o Custodial guardian
o Biological sibling
o Step-sibling
o Adoptive sibling
- The primary residence of the applicant is in Ontario
- The applicant has an immediate need for counselling services
- Other benefits or resources (e.g. private insurance or other publicly funded services within the community) are not readily accessible to meet the applicant’s needs
- Funds provided for counselling services will be expended within the province of Ontario
Who can apply?
The ICE Program will consider applications received directly from an applicant or from any of the following on behalf of an applicant:
- An immediate family member
- The custodial guardian for an applicant who is a minor
- An individual with legal authority to act on behalf of an eligible applicant who has special needs
- Police services
- A Victim Crisis Assistance and Referral Service
- The Victim/Witness Assistance Program
- A sexual assault or rape crisis centre
- Children’s Aid Societies
- A community organization
- Victims and Vulnerable Persons Division, Ministry of the Attorney General
